What are the penalties for driving while using your cellular phone?

We should be aware that insurance companies will not provide cover when your car accident was caused while you were driving while using your cellular phone. Your car insurance policy will most likely have as an exclusion those damages caused while not abiding by the rules of the road. This would also include drunk driving and driving a non-roadworthy vehicle!

But what are the penalties for driving while using your cellular phone. It is interesting to note that there are 2 charges which appear to be in conflict with one another, meaning more or less the same thing, but with different fines.
